A u nas miała być ustawa obowiązująca od 2017 roku, która nakładałaby na samorządy obowiązek organizacji komunikacji podmiejskiej i międzymiastowej, ale nie rozwiązywałaby problemu finansowania takich połączeń. ... no ale zmienił się rząd i odroczył wejście ustawy o 2 lata i ciekawy jestem czy faktycznie od 2019 roku wejdzie ona w życie, czy może w międzyczasie zostanie jeszcze "poprawiona" tudzież w ogóle z niej zrezygnują.
Cały czas są jakieś projekty poprawek... i cały czas nie wiadomo ostatecznie nic. W takim tempie to i 2 lata to będzie mało na wprowadzenie ustawy.
If you are telling that Lithuanian suburban transport is "reformed", you are horribly wrong. We are the worst example with nearly ruined suburban transportation. This is a new bus of one operator and nothing more.
Each municipality is responsible for transportation in it`s own region and 9 out of 10 routes which were crossing to other municipality territory during soviet era, were shortened because there were disagreements with financing. In the end such routes nearly ceased to exist. Even now Vilnius city and district municipalities are "at war" - not letting each other deeper in their territories or restricting amount of stops. Although in the last years they seem to have calmed down and trying to replace some suburban routes with city routes.
In Poland most of regions simply don`t want to take responsibility for regional transport, they depend on private minibus companies and claim that they can`t do anything with transport. So that`s not only a problem with lines crossing borders, but with lines in all.
Same here except that our "buses" are mostly minibuses, either private or from government companies. And when it is private, you can forget about quality at all. You aren`t even sure that your "bus" will arrive at all and no one can`t do anything to change it.
Alytus is the worst example - minibuses only, no normal tickets, lots of small private minibus owners. Poor passenger information at stops or on the internet. And almost no responsibilities or financial support from city authorities.
