Yes, that was one of the conditions. Anyway, political sanctions cannot be good for our economy, and warm relations between Belarus and Serbia. I think that majority of people in Serbia do not approve these sanctions, one of the the reasons is nice bilateral economy and moving part of their industry to Serbia, specially for EU market (MAZ-BIK Kragujevac, tractor factory Belarus to Novi Sad, etc). The 2nd is more emotional and the fact that Lukashenko in 1999. came to Belgrade to give moral and offering other support during NATO aggression.
When Serbia does join the EU the location of the Belkommunmash factory will have interesting implications on public transport markets in ex-communist EU member states...
